India’s business activity is distributed across a diverse set of states, with different regions developing strengths in manufacturing, technology, services, finance, exports, logistics and entrepreneurship.

Two measurable indicators provide a useful starting point for comparing these ecosystems: MSME registrations and foreign direct investment (FDI). MSME registration data provides an indication of the scale of the formalized small-business ecosystem, while FDI inflows indicate where international investors have directed equity investment.

The latest government data shows that business activity is particularly significant across Maharashtra, Uttar Pradesh, Tamil Nadu, Karnataka, Gujarat, West Bengal, Rajasthan, Madhya Pradesh and Telangana. However, the leading states differ depending on the indicator being examined.

Important: MSME registrations and FDI are different measures. A state with more MSME registrations is not automatically the largest recipient of FDI, and neither measure alone represents the complete size of a state’s business ecosystem.

2026 Business Statistics at a Glance

As of 29 July 2026, the Ministry of MSME dashboard reported approximately 8.93 crore MSME registrations including Udyam and Udyam Assist Platform (UAP). Of these, approximately 5.08 crore were Udyam registrations, while UAP accounted for approximately 3.85 crore.

The latest DPIIT state-wise FDI data, covering October 2019 to March 2026, records cumulative equity FDI of approximately US$341.61 billion across the reporting period. Maharashtra, Karnataka and Gujarat were the three largest state recipients in cumulative terms.

The data demonstrates that MSME activity is geographically broad rather than concentrated only in India’s traditional corporate centres. Maharashtra and Uttar Pradesh stand out for the scale of their registered MSME ecosystems, while Tamil Nadu, Karnataka, West Bengal, Madhya Pradesh and Rajasthan also have substantial registration bases.

Key Insight

MSME concentration and corporate investment are not the same thing. States such as Uttar Pradesh can have a very large MSME ecosystem while Maharashtra simultaneously leads in FDI attraction.

These figures show a different pattern from MSME registrations. Maharashtra leads FDI by a substantial margin, followed by Karnataka and Gujarat. Delhi, Tamil Nadu, Haryana and Telangana also occupy important positions in the investment landscape.

What the Data Tells Us

1. Maharashtra has strength across multiple dimensions

Maharashtra combines a very large MSME base with the country’s highest cumulative FDI inflow in the latest DPIIT dataset. This gives the state a particularly broad business ecosystem.

2. Uttar Pradesh has enormous domestic-business scale

Uttar Pradesh ranks among the largest states by combined MSME registrations, highlighting the scale of its small-business and domestic-market ecosystem.

3. Karnataka combines enterprise activity with international investment

Karnataka ranks highly in both MSME registrations and cumulative FDI, reflecting Bengaluru’s technology ecosystem alongside broader business activity.

4. Gujarat has strong investment and industrial positioning

Gujarat’s high cumulative FDI position reinforces its importance as an investment and industrial destination.

5. Different states require different business strategies

The data shows why businesses should not use a single metric when selecting expansion markets. MSME density, FDI, industry specialization, infrastructure and customer demand should be evaluated together.
